No, as I tried to explain on the GLR forum, the numbers 0, 00, 000, 0x, and 00x cannot be used. The numbers 1, 2 & 3 are reserved for the previous seasons champions on FMC.

Taken from the description on the top of the numbers list "You can choose any number from 4 to 999, if it is
available. You cannot choose 0, 00, 000, 0x, 0xx, 1, 2, or 3. The numbers 1, 2, and 3
are reserved for the Top 3 FMC Championship finishers from the previous season."
